Importing Goods

Overview of the Import Business

The overview of the import business reveals that most imported goods tend to focus on low-cost items. Consequently, many of the products being imported are from China. These goods are typically transported by air or sea and are often shipped directly from the factory to achieve lower costs than those in the general market. The transportation process requires several important documents, including:
  • Import Cargo Declaration
  • Shipping Invoice
  • Product Price List
  • Packing List
  • Import License or Permit for Controlled Goods
  • Certificate of Origin (if applying for a duty reduction)
  • Other Documents such as catalogs, ingredient lists, etc.

Import Procedures

Before proceeding with the import process, businesses should first check the classification of their goods. They need to determine if the products fall under any restricted categories and whether they are eligible for exemptions or reduced rates from Free Trade Agreements (FTAs). This ensures that the preparation of documents for import is done correctly. Once the product classification has been verified, the following steps can be followed:

Submit Import Cargo Declaration

The submission of the import cargo declaration occurs after the businesses have prepared the essential documents. These documents must be entered into the Service Counter system to input the product information into the Customs Department’s system.
After providing the information to the Customs Department, a further review is required to verify the accuracy of the importer’s name and address, tax identification number, tariff classification, and product price. If there are any errors, the documents will be returned for correction. Once the information is accurate and complete, an import cargo number will be issued.

Verification of Information

Detailed verification of information is the next step for those wishing to import goods. During this process, the goods will be examined thoroughly according to the Customs Department’s regulations. At this stage, the import cargo declarations are categorized into two types:
  • Green Line Import Cargo Declaration : Goods classified under the Green Line are considered low-risk and can be processed quickly. Businesses handling these goods can proceed directly to the Customs Department to pay the applicable taxes and duties. Additionally, they can provide any necessary insurance documentation at this stage. Since the process is straightforward, it helps streamline the import process, reducing potential delays and allowing for faster clearance of goods.
  • Red Line Import Cargo Declaration : Goods under the Red Line classification are subject to more scrutiny due to higher risk factors or specific regulatory requirements. Before the declaration can be processed as a Green Line item, businesses must first contact the customs assessment unit for a thorough review of the declaration. This involves ensuring all details are accurate, and any required documents are properly submitted. Once the assessment is completed, and the declaration is approved, the goods can proceed to the next steps, including payment of duties and clearance.

Inspection and Release of Goods

Inspection and release of goods will occur after paying taxes and duties. The goods will then be forwarded to the port, where product information will be re-checked. In some cases, the goods may be opened for further inspection.
